THE ABC OF SEX EDUCATION FOR TRAINABLES

This was supposed to be the absolute Holy Fucking Grail. Never before, it seemed, had an opportunity such as this crossed my path: a 20 minute educational film from the 1970s concerning sex ed for retarded kids, or "trainables," if you want to sound even more barbaric. Even better, the whole thing was deadly serious, produced by none other than Planned Parenthood! Such a concept seems airtight and without the possibility of failure, but as with just about everything in this life, the anticipation exceeded the outcome. I couldn’t remember being as excited as when I first heard about this short film’s existence, as anything to do with the retarded automatically shoots to the top of my "to do" list. Let it be said, however, that while the film is worth seeing, and can be accessed on the DVD The Educational Archives: Volume 1, Sex & Drugs, don’t expect to fall off your couch with laughter. You’re more likely to be nauseated, disturbed, and outraged.

The film begins with an ominous soundtrack and the footsteps of a young retarded girl lost in "thought" on the streets of an unnamed city. A car approaches, and, being retarded, the girl waltzes over to the open window, where a strange man asks to fondle her hair. Moments later, the girl gets into the car and is driven away, presumably to a remote location to be touched, raped, and left for dead. Now I’m certain that there’s no way to teach a retarded person that it’s not a good idea to ride with strangers (especially if that stranger offers velvet and pet mice to stroke), but the message is clear –- if this poor girl had only received sex education, she might be alive today. Blitzed out of her hamster-like mind with no hope of a better life, happiness, or fulfillment -- but alive.

We then meet a nasty, perverted man who is our narrator; a tour guide through this house of horrors. He usually refers to the submentals as "trainables," but isn’t above using a word like "retardates" if necessary. The sketches that follow are stilted, demented, and oh-so-creepy, but they are entertaining, even if they don’t elicit the gut-wrenching guffaws that one would expect. A young man (who, like the ebay salesman of this tape said, looks like Son of Sam) wakes up with a start and tells some dude who is a dead ringer for Fred Goldman, "I’m all wet and sticky." Mr. Goldman reassures the lad, despite the fact that the ‘tard looks decidedly older than the man performing the lecture. We are left to guess how the poor sap removed the sticky substance, however.

We also witness a freckle-faced young man jerk off in his bed, only to be caught by his mother. The sweet lady tells the boy that it’s okay, and even says, "It felt good, didn’t it?" She talks and talks about how normal such things are, oblivious to the fact that the initial embarrassment of being caught does not even approach the humiliation of being given an extended talking to by one’s mother as one’s pants are around one’s ankles. The scene ends with a disturbing close-up of the boy’s face; a shot that is held for a good 45 seconds. We can only assume that the dolt remains rock hard beneath the covers.

A few more retards role-play, demonstrating that boundaries must be respected and, to the contrary of Lenny from Of Mice and Men, it is not okay to stroke anything so long as it is at least partially covered in fur. [Ed Note: Of Mice and Men is a book] Only a few of these dimwits look genuinely retarded, as Planned Parenthood no doubt had a limited budget and couldn’t afford to employ actual ‘tards who would no doubt fuck up take after take. But the non-retarded are at the very least severely handicapped, as even Stella Adler couldn’t produce such a committed, genuine group of performers.

So what is accomplished? Is it at all worth the time and frustration to attempt such things, even if mainstreaming is a remote possibility? I for one am not convinced that the retarded of this film learned a damn thing, as witnessed by a pinheaded girl who simply could not stop touching her nether regions, despite the firm hand of a teacher who just might have been Angela Davis. They might be able to repeat words like "penis," "vagina," and "jizz," but these terms will rarely be used in the proper context and will instead be added to a long list of non-sequiters that are shouted out during inappropriate times.

Planned Parenthood should be applauded for trying to keep the unfit from breeding, but can we really expect a young man who is unable to keep his hand out of his own excrement to slip on a condom as his genitals heat up for battle? This video might be better served if it were followed by a renewed push to sterilize the sloped forehead set, featuring extended excerpts from Oliver Wendell Holmes’ landmark opinion in Buck v. Bell, worthy of being quoted at length:

"We have seen more than once that the public welfare may call upon the best citizens for their lives. It would be strange if it could not call upon those who already sap the strength of the State for these lesser sacrifices, often not felt to be such by those concerned, in order to prevent our being swamped with incompetence. Education budget for the poor takes shape

The Bali administration has finalized several plans to allocate 20 percent of the province's 2009 budget, or about Rp 320 billion (US$29 million), for the education of poor youths, a high-ranking government official said recently.

Among the plans is a Rp 98 billion scholarship fund for 3,268 students attending Vocational Senior High Schools (SMK), equating to approximately Rp 30 million for each student over the next three years.

Ketut Kariyasa Adnyana, head of the Bali Legislative Council's Commission IV on educational affairs, said the plan aims to persuade junior high school graduates to enroll in SMKs, since these schools prioritize life and working skills and better prepare students to enter the workforce.

He said the plan was appropriate considering that impoverished students usually opt to work rather than pursue higher educational goals.

Furthermore, under than plan, students in the first, second and third grade of SMKs would have their tuition fees subsidized. Each student would receive Rp 100,000 per month. This plan will cover an estimated 4,950 students, at a cost of Rp 5,94 billion.

Students of Senior High Schools (SMUs) would receive similar treatment, with Rp 3.6 billion in scholarships designated for as many as 3,000 poor students at a rate of Rp 100,000 per month, per student.

Under the plan, Rp 8.4 billion would go to 6,000 junior high schools students and 5,000 elementary schools' students of poor backgrounds. An allowance of Rp 75,000 per month, per student for the former and Rp 50,000 per month per student for the latter would be distributed.

The total cost of the plan amounts to more than Rp 100 billion.

"I realize this is only in the planning stages," Adnyana told The Jakarta Post.

"But we are working very hard to make this come true. It's part of our commitment to make budget allocations that reflect the people's needs, and we in commission IV will uphold that commitment."

Head of the Bali Education Agency's Intermediate Education Division, I Gusti Ngurah Widhiarta said he welcomed the proposals, adding that the budget allocations should be able to minimize the number of drop-outs in the island.

This year, as many as 1,613 students from elementary school, SMUs and SMKs have dropped out, mainly due to economic reasons. Things are predicted to get worse next year as the island will feel the real impacts of the global economic crisis.

Call for more sex education in the media

Balinese youngsters on Tuesday encouraged the media to provide more interesting, relevant and pro-youth sexual education stories in order to increase young people's understanding, Balinese teenager activists told a media gathering.

"I really hope the media can provide more stories on sexual education by using sources who can speak our language and style. Don't just come up with stories about lifestyle as they might be interesting but not that useful," Vivin Ariantini, a student activist, told the gathering.

She said it was difficult to find stories that discussed sexual education from a young person's point of view.

"The only stories which include sex topics are those about night life, rape and murder cases; these don't give us information in ways we can understand and use," Vivin said.

"Actually, most teenagers like to read sex education articles written by their peers as it sounds closer to their daily experiences. The media should also give space to these youngster activists so they can tell of their expertise in this area."

She said knowledge on how to avoid pre-marital sexual intercourse and how to discuss sexual matters with parents were just some of the topics she and other youngsters were looking for.

Organized by the Indonesian Planned Parenthood Association (PKBI) Bali office in coordination with the National AIDS Commission (KPA) Bali office and the Bali Youth Foundation, the media gathering was conducted to commemorate International Teenager Day, which fell on Aug. 12.

Yudha Prabawa, another student activist, said the lack of proper sex education information meant most teenagers took advice from many places, without considering the quality of the sources.

Articles on how to enlarge the size of one's penis and what kind of condoms deliver the most satisfaction during intercourse were just some of the examples of what young people are getting from the internet and other printed media.

"Most of our friends often look for information on the internet and unfortunately they can only find more entertainment and no useful or proper information, so in the end they are just trapped, enjoying pornography," Yudha said.

Bali Youth Organization's chairman Made Oka Negara M.D, one of the meeting's speakers, said he believed all parties should be concerned because the absence of adequate sex education could result in greater problems in the future.

He said infectious diseases such as gonorrhea and syphilis -- and of course the deadly HIV/AIDS virus -- have been threatening the lives of many young people. Additionally, unplanned pregnancies have social implications and usually jeopardize their futures.

Data from PKBI shows that out of 65 million Indonesian teenagers, 15 million give birth annually outside of marriage. In addition, approximately 80 percent of new HIV/AIDS patients per year are teenagers.

"If media could deliver more interesting stories, encouraging teenagers to be more responsible in their sexual activities, perhaps they will change their behavior accordingly," Oka said.

Effective school-based sex education

School-based sex education can be an important and effective way of enhancing young people's knowledge, attitudes and behaviour. There is widespread agreement that formal education should include sex education and what works has been well-researched. Evidence suggests that effective school programmes will include the following elements:

A focus on reducing specific risky behaviours;
A basis in theories which explain what influences people's sexual choices and behaviour;
A clear, and continuously reinforced message about sexual behaviour and risk reduction;
Providing accurate information about, the risks associated with sexual activity, about contraception and birth control, and about methods of avoiding or deferring intercourse;
Dealing with peer and other social pressures on young people; providing opportunities to practise communication, negotiation and assertion skills;
Uses a variety of approaches to teaching and learning that involve and engage young people and help them to personalise the information;
Uses approaches to teaching and learning which are appropriate to young people's age, experience and cultural background;
Is provided by people who believe in what they are saying and have access to support in the form of training or consultation with other sex educators.

Formal programmes with these elements have been shown to increase young people's levels of knowledge about sex and sexuality, put back the average age at which they first have sexual intercourse and decrease risk when they do have sex. All the elements are important and inter-related, and sex education needs to be supported by links to sexual health services, otherwise it is not going to be so effective. It also takes into account the messages about sexual values and behaviour young people get from other sources, like friends and the media. It is also responsive to the needs of the young people themselves - whether they are girls or boys, on their own or in a single sex or mixed sex group, and what they know already, their age and experiences.

Carnal knowledge: The sex ed debate

Soaring rates of sexually transmitted diseases among teens are adding urgency to the debate over sex education. Conservatives claim the alarming statistics illustrate why abstinence should be the single mantra when it comes to sex ed. Liberals counter that the increase in disease is the strongest case for more detailed information. Caught in the middle are America’s kids, who are more vulnerable than ever to potentially deadly diseases.

In the debate over sex education, one thing is undisputed: The average kid today is immersed in sexual imagery. A generation that has grown up on the sordid details of the Starr Report, watched thong-clad teens gyrate on Spring Break cable specials, or read the cover of nearly any women’s magazine in the grocery check-out line is familiar with the facts of life.

But young people face a barrage of confusing messages. Along with titillating images from the media, some kids are told to “just say no” to sex. In school, others are taught how to put condoms on bananas in preparation for the real thing, and still other children receive no information whatsoever.

Taking sex education forward

Providing effective sex education can seem daunting because it means tackling potentially sensitive issues. However, because sex education comprises many individual activities, which take place across a wide range of settings and periods of time, there are lots of opportunities to contribute.

The nature of a person's contribution depends on their relationship, role and expertise in relation to young people. For example, parents are best placed in relation to young people to provide continuity of individual support and education starting from early in their lives. School-based education programmes are particularly good at providing information and opportunities for skills development and attitude clarification in more formal ways, through lessons within a curriculum. Community-based projects provide opportunities for young people to access advice and information in less formal ways. Sexual health and other health and welfare services can provide access to specific information, support and advice. Sex education through the mass media, often supported by local, regional or national Government and non-governmental agencies and departments, can help to raise public awareness of sex health issues.

Because sex education can take place across a wide range of settings, there are lots of opportunities to contribute.

Further development of sex education partly depends on joining up these elements in a coherent way to meet the needs of young people. There is also a need to pay more attention to the needs of specific groups of young people like young parents, young lesbian, gay and bisexual people, as well as those who may be out of touch with services and schools and socially vulnerable, like young refugees and asylum-seekers, young people in care, young people in prisons, and also those living on the street.

The circumstances and context available to parents and other sex educators are different from place to place. Practical or political realities in a particular country may limit people's ability to provide young people with comprehensive sex education combining all the elements in the best way possible. But the basic principles outlined here apply everywhere. By making our own contribution and valuing that made by others, and by being guided by these principles, we can provide more sex education that works and improve the support we offer to young people.
